Continue Medical Education in America for practicing medicine?

I have a friend in foreign country who already is a foreign medical school graduate, and practiced medicine in foreign country already.

(1) How can he assume his medical practice here if he wants to?
(2) What are the requirements & qualifications?
(3) How can he make contact to achieve his goal?

    Join an University with good GPA. GPA requirement is 3.6+ and do his MD. Contact to the respective department of the university. For detailed info see the link below:
