Does anyone know what the Penn Bureau of Medical Education and Licensure was?

I found an old badge while I was metal detecting. it said it was from the Penn Bureau of Medical Education and Licensure and on the top it says ‘Midwivery Inspector". I can not find any data about this thing at all.

    I would assume it is for a Pennsylvania government officials who inspected Midwives and made sure they were complyinbg with public health regulations.
