Need of the community for whom professional education is being planned.Cost and affordability.Local customs and culture.Situation regarding other branches of education vis-a-vis medical education.Financing (whether public or private). Availability of material and infrastructure (including patients etc.) for the purpose.Availability of experienced teachers.Attitude of students.Value system of the society(whether more emphasis on materialistic aspects or humanitarian aspects).Emphasis on research and to keep abreast on the recent developments on different subjects/topics.Political commitment and good managerial ability.Uniformity of implementation of quality standards at every step and mechanism to over see & ensure this aspect.Also the role of external environment and out side institutions imparting medical education is to be kept in mind.Also the simultaneous development of othe supportive professional/para professional institutions like nursing/pharmacy etc. also to be considered.The most critical issues however orbit around the need for such sducation.
